For foreigners to work in Japan, it is mandatory for them to obtain the appropriate "status of residence".
Our office submits applications for Certificate of Eligibility (COE, this document certifies the status of Residence), change of status of residence, extension of change of status or other VISA applications to the Immigration Bureau, on behalf of themselves.
By the way, the companies accepting foreigners must take responsibilities to confirm following points in order to be compliant with Japanese law and act, and so many operations happen because of these responsibilities.

1 Do they have work permits (=Status of Residence that work permitted)?

- When accepting foreigners initially
>To obtain COEs
>To confirm the person has received the stamp with status of residence on his/her passport
- When accepting foreigners who have already worked in other companies in Japan
>To make the person to obtain the "certificate of authorized employment"
>To make the person apply the change of status when necessary

2 Aren't they going to overstay?
|
>To confirm their period of stay, and make them apply the extension of period of stay when necessary
|

3 Do they pay their tax appropriately?

-Income Tax
>Tax withholding process/Year End Adjustment
>To make them file the tax return forms when necessary
-Local (Municipal/Prefectural) Tax
>Tax withholding process
>To confirm the person has paid their local tax (when not withholding)

4 Are they under the insurance system?
|
>To apply for the Social Insurance System
>To confirm the person applied for the national insurance system (in case that the accepting company does not apply the Social Insurance System)
*From Apr.2010, it will be required to show his/her insurance card when applying the extension of period of Stay.

5 Do they have Alien Registration Cards (ARC)?
|
>To confirm they have ARC
>To make the person apply for ARC to city offices where his/her residence belongs to
*Within 3 years after Jul.2009, the current Alien Registration System will be discontinued and the new card called "Residence Card" will be issued instead of ARC.
